As a professor at Berkeley, I’ve observed firsthand the growing challenges that young job seekers, particularly recent college graduates, face due to the misuse of H-1B visas and the increasing role of artificial intelligence (AI) in the workforce. The job market, especially for entry-level tech positions, is shrinking, making it harder for new graduates to secure employment.
H-1B Visa Misuse: A Broken System
The H-1B visa program was originally designed to bring specialized talent to the U.S. to fill positions that require specific skills. However, over time, it has become increasingly exploited by employers to hire cheaper labor for positions that don’t require specialized expertise. This misuse of the H-1B program creates a distorted labor market, where entry-level jobs, especially in tech, are more scarce.
While the H-1B program aims to bring in workers with rare skills, the reality is different. Many applicants do not possess the necessary specialized skills but instead fill ordinary positions at lower wages. This exploitation exacerbates the scarcity of entry-level positions and has a particularly severe impact on young graduates.
The Struggle of Recent College Graduates
According to government data, the unemployment rate for college graduates under 25 has hit an all-time high. This group is facing unemployment at a ratio of more than four to one compared to older workers. For new graduates, finding entry-level jobs is a growing challenge. Recruiters are posting fewer job notices for fresh computer science (CS) graduates, and job fairs are seeing fewer participating companies. As a result, many of my advisees are receiving fewer offers, with some even being left without any job prospects.
The situation is worsened by employers using H-1B visas to hire workers for jobs that don’t require specialized skills. This practice not only reduces job opportunities for young graduates but also prevents companies from hiring the skilled workers they truly need.
The Broken H-1B Visa Process
The main issue with the H-1B visa program isn’t the number of visas issued, but how they’re being used. The program was intended for individuals with specialized skills that cannot be easily found in the U.S. workforce. Unfortunately, the application process is flawed. Employers often exaggerate job requirements and hire workers with ordinary skills at low wages. This creates a lottery system, where skilled applicants lose out to those who don’t meet the qualifications for specialized jobs.
This misuse of the program has led to a situation where recent graduates are struggling to secure entry-level roles, while companies in need of specialized talent are unable to bring in the skilled workers they require.
AI and Its Growing Impact on Jobs
The rise of AI is another significant factor contributing to job market challenges. AI is particularly impacting entry-level jobs, which are already in short supply due to the misuse of the H-1B program. As AI technology improves, it will increasingly replace jobs that once required specialized skills, and many of these tasks will be outsourced to lower-skilled workers or contractors. This trend is creating even more job scarcity for young graduates entering the workforce.
The Need for Reform
The H-1B visa program must be reformed to prioritize applicants with real, specialized skills. This change would ensure that the program serves its intended purpose—filling gaps in the workforce with highly skilled professionals, not low-wage, non-specialist workers. Additionally, we must address the growing impact of AI automation, which continues to reduce job opportunities, particularly for entry-level positions.
The current trajectory poses a serious threat to the job market. If the number of unemployed individuals continues to rise, the U.S. tax base could shrink dramatically. At the same time, the demand for public assistance will grow, creating a dangerous cycle of economic decline. Without action, we could face a future where many people, particularly the younger generation, struggle to find meaningful employment.
